Documentation and Communication Officer – DCO: 

The Initiative for Research, Innovation and Advocacy in Development (IRIAD) is a multidisciplinary strategic think-tank in Nigeria, focused on developing critical understanding of governance processes and regimes from knowledge building and sharing, as well as impact advocacy. Our mission is to strengthen electoral governance and accountability in Nigeria through knowledge production, innovation, and impact advocacy. The Electoral Hub is an organ of IRIAD. It is aimed at strengthening electoral governance and accountability in Nigeria through the provision of data, critical and contextualized analysis, and solutions to improve the credibility and integrity of the electoral process. The Electoral Hub is conceptualized to complement the roles and activities of the different institutions, stakeholders and drivers of the electoral process and governance by providing back-end support service to stakeholders and institutions of the electoral process.

DCO ROLE

The DCO is responsible for the proper documentation and the development and implementation of communications planning and delivery (both internal and external) for IRIAD and The Electoral Hub. The DCO directly reports to the Executive Director-Team Leader. She/he will ensure an in-depth documentation of all activities and achievements as well as a well-articulated, target focused and cost-effective communication and information dissemination as it relates to the goals, activities and achievements of IRIAD and The Electoral Hub. She/he will own the communications strategy and will be responsible for developing and implementing a communications plan that is sensitive to contexts and programmes. The DCO will be responsible for ensuring consistency in communications across the project and will work closely with project delivery partners to ensure appropriate visibility of the project across all activities. The DCO is also responsible for documentation, monitoring, evaluation, learning and reporting of programmes.

REQUIREMENTS

Education and Work Experience

  • Applicants should have a minimum BSc or BA in Communication, Public Relations, Social Sciences, or Law.
  • MA or MSc preferred.
  • Applicants must have proven experience in CSO programming, research and advocacy.
  • A minimum of 3 years’ experience in civil society sector and democratic governance with expertise in thematic areas of elections, transparency and accountability, and strong cross-cutting work in a social inclusion and justice.

Technical Skills and Expertise

  • High proficiency in English – written and spoken
  • Considerable experience in managing communications within CSO sector including use of social medias
  • Demonstrable experience in providing expert advice and guidance on internal and external communications as well as in managing and mitigating internal and external communications risks and crises
  • Demonstrated ability to analyse, understand and convey complex information in a simplified form
  • Self-starter who can switch very quickly between strategy and implementation
  • Good at coordinating, facilitating and collaborating with other communication people such as partners
  • Able to translate content into effective communication in a creative and thorough way as well as able to prioritise and distinguish between main and minor issue
  • Experience in stakeholders’ engagement and partnership building.
  • Familiarity and experience working with NGOs, academic, private sector and governmental institutions involved with elections, accountability and transparency, and anticorruption.
  • Intellectual agility and ability to analyze evidence, think critically, and understand research and policy studies relevant to programme thematic areas.
  • Proactive, solution oriented, articulate, strategic thinker, who is able to operate and interact well with diverse persons from lowest to the highest levels.

  • Teamwork – Good interpersonal skills and ability to establish and maintain effective working relations

PROGRAMME OFFICER (PO) OPPORTUNITY:

ROLE PURPOSE

The Programme Officer will be responsible for planning and technical delivery and administration of programme (s) outputs. The PO will ensure quality and timeliness of delivery; good control of resources and compliance with set out programme management systems and processes; ensuring workplans, budgets and forecasts are prepared and implemented. In addition, the PO will lead in stakeholders’ relationship building and management as well as facilitate collection and collation of data for Monitoring and Evaluation of results and lessons of the programme (s).

RESPONSIBILITIES

The work will be undertaken under the supervision of the Team Lead and in close collaboration with team members. The Officer’s main tasks will be:

  • Support in coordination of Office
  • Programme conceptualisation and proposal writing
  • Programme planning and implementation
  • Research, policy analysis and advocacy
  • Partnership and stakeholders’ relationship building and management
  • Financial management
  • Documentation and reporting
  • Monitoring, evaluation and learning

Education and Work Experience

  • Applicants should have a minimum BSc or BA in Social Sciences, or Law
  • A minimum of 3 years’ experience in civil society sector and democratic governance with expertise in thematic areas of elections, transparency, accountability, and inclusion.
  • Applicants must have proven experience in research and advocacy.

Technical Skills and Expertise

  • Significant knowledge of democratic governance process, systems and regimes and electoral processes and systems
  • Deep understanding of the social, cultural and political context of Nigeria and geopolitical landscape of Africa.
  • Relevant experience of democratic governance processes and systems at the national, regional and global levels.
  • Policy analysis, advocacy, and implementation experience.
  • Experience in stakeholders’ engagement and partnership building.
  • Ability to independently prepare a variety of written outputs and edit technical reports.
  • Strong programme operational and policy dialogue skills, as evidenced by a proven track record in delivering high quality operations and outputs.
  • Familiarity and experience working with NGOs, academic, private sector and governmental institutions involved with elections, accountability and transparency
  • Demonstrated success in program development, evaluation and management—including ability to strategize, plan, prioritize and identify/assess opportunities, challenges and institutions with which to engage.
  • Intellectual agility and ability to analyze evidence, think critically, and understand research and policy studies relevant to programme thematic areas.
  • Expertise in and experience with applying gender analysis to programmes
  • Experience with grant management is desirable but not necessary.
  • Excellent planning, co-ordination, and prioritization skills
